A1/A3 is the basic certificate for hobby and leisure pilots. The exam has 40 questions and you need 75% to pass. You take it online at flydrone.no. A2 is needed to fly heavier drones (up to 4 kg) closer to people. The A2 exam has 30 questions, requires 27 correct, and is taken in person at a Statens vegvesen (Norwegian Public Roads Administration) traffic station. You must pass A1/A3 before you can take A2.

The drone exam (droneprøven, often called dronelappen — the drone licence) is a theory exam required by Luftfartstilsynet, the Civil Aviation Authority of Norway, to fly drones in the open category in Norway and the EU. A1/A3 is the basic exam for hobby and leisure pilots, taken online at flydrone.no. The A2 exam is needed for more demanding flights near people and is taken in person at a Statens vegvesen traffic station.

Yes, almost everyone who flies a drone in Norway must register with Luftfartstilsynet and pass the drone exam. The exceptions are drones under 250 grams without a camera, and drones CE-marked as toys. If your drone weighs more than 250 grams or has a camera, you need the drone licence.

First pass the A1/A3 exam online at flydrone.no. Then complete the A2 course, practise with DroneTreneren, and book the A2 exam at a Statens vegvesen traffic station via vegvesen.no. You need valid ID, and the exam costs NOK 970. The exam is offered in Norwegian (bokmål) and English.

Go to flydrone.no and log in with BankID (via ID-porten, Norway's public login). Register as an operator and/or pilot and pay the annual fee (NOK 230). After registering you get an operator number, which must be marked visibly on your drone.

Yes, you need liability insurance for your drone to fly legally. The exceptions are drones under 250 grams and toy drones in the open category. Many Norwegian home insurance policies cover private drone flying — check with your insurer.

Illegal drone flying can lead to fines from NOK 12,000 and up. Your drone may also be confiscated. In serious incidents that threaten aviation safety, you can be prosecuted, with penalties of up to two years in prison.
